Meta's new terms let it crawl business websites: what should a local business check?

From 20 November 2026, Meta's updated Commercial Terms and Self-Serve Ad Terms apply to any business that keeps using its tools, including a Facebook Page. They let Meta crawl pages linked to your products and use that content. Check your website's robots.txt, keep your prices accurate, and make sure the right person reads Meta's notices.

If you run a Facebook Page, an Instagram business account or a few boosted posts, you have probably seen a notice from Meta about new terms. Most owners tap past it. This one is worth two minutes, because it covers your website as well as your ads.

The terms were due to take effect today, 30 October. Meta has moved the date to 20 November 2026. Here is what changed, what it means for a shop, clinic or showroom in Kumaon, and what we are checking for our own clients.

01What exactly did Meta change, and when?

Meta has updated its Commercial Terms and its Self-Serve Ad Terms. Meta's own preview of the Commercial Terms now shows them applying from 20 November 2026. Search Engine Journal reported that Meta moved the date from 30 October to give itself more time to explain the changes. The delay did not come with new wording.

Three points matter for a local business:

  • The Commercial Terms cover any business use of Meta's products, which includes managing a Facebook Page. The ad terms cover anyone who runs ads.
  • If you keep using Meta's business tools after the notice, you have agreed to the new terms. There is nothing to sign.
  • A new paragraph lets Meta use automated software to crawl web pages associated with your products or services. Relevant Audience reports that the clause now names Meta's advertising and business products as the purpose.

Meta has said that website owners can still use robots.txt to show their crawling preferences. Search Engine Journal points out that the terms themselves do not mention robots.txt.

02Does this matter for a small business in Rudrapur or Haldwani?

Less than it matters for a news website, but more than most owners assume. The loudest objections have come from publishers, whose articles are their product. A local business website is different. It mostly carries your menu, product range, prices, photos, address and contact details.

In AMS's view, Meta reading that information is not a disaster. You put it online so people would find it. The real risks are smaller and more practical:

  • Old prices or discontinued products on your site may be picked up and shown somewhere you did not expect.
  • Nobody in the business knows that these terms were accepted, or by whom.
  • Your web developer has never looked at how the site treats Meta's crawlers.

Search Engine Journal also notes that Meta's current ad terms already allowed some crawling of advertisers' domains once an ad was placed. So for many advertisers, this widens something that was already there.

03What should a local business do before 20 November?

None of this needs a lawyer for a typical shop or clinic. It needs about an hour of attention this week:

  • Find out who in the business receives Meta's notices in Business Suite and by email, and make sure that person is the owner or a trusted manager.
  • Read the crawling paragraph in Meta's Commercial Terms preview. It is available in Hindi as well as English.
  • Go through your website and remove old prices, expired offers and products you no longer sell.
  • Ask whoever built your website to show you the robots.txt file and what it says about Meta's crawlers.
  • Decide, with them, whether to allow or block each crawler, using the table below.

If you run a news site, sell courses or publish paid content, the crawling clause deserves a closer look with your own adviser. For most businesses that sell products and services, keeping the website accurate is the more useful job.

04Which Meta crawlers should my website allow or block?

Meta's developer documentation lists several crawlers, each with a different job. Your robots.txt file can name them one by one.

CrawlerWhat Meta says it doesAMS's view for a local business
facebookexternalhitReads the title, description and image when someone shares your linkAllow it, or shared links lose their preview
meta-externaladsSupports advertising and other business productsAllow it if you run Meta ads to your website
meta-webindexerHelps Meta AI search cite and link your contentAllow it if you want to appear in Meta AI answers
meta-externalagentCollects content to train AI models or index content directlyYour choice; blocking it should not affect your ads
meta-externalfetcherFetches a page when a user asks Meta AI to open itMeta says it may bypass robots.txt

Meta also says facebookexternalhit may skip robots.txt for security checks. Blocking is a choice about your content, not a switch that makes your website safer. If in doubt, change one rule at a time and check that your shared links and ads still work.

05What should I not panic about?

  • Nothing in the reporting suggests Pages or ad accounts are being closed or switched off on 20 November.
  • You do not need to stop ads or delete your website.
  • You do not need to block every Meta crawler. That can break link previews and ad features.
  • The date may move again, and regulators and publishers are still pushing back. Your checks are useful either way.

Many owners will read alarming headlines about Meta scraping websites. Those stories are mostly about news publishers and AI training. For a bakery, a furniture showroom or a school, the sensible response is housekeeping, not fear.

06What is AMS doing for its clients?

Advance Media Solution is a seven-person studio in Metropolis City, Rudrapur. For clients whose websites we built or look after, we are checking robots.txt, cleaning out stale prices and offers, and confirming who holds admin access on each Meta account.

If your website was built by someone who is no longer around, this is a good moment to find out what you actually own. Our Website Design & Development in Rudrapur page explains how we build and hand over sites, and Facebook Ads Agency in Rudrapur | Meta Ads covers how we run Meta ads. Earlier changes we covered, such as Meta removed placement choices from most ads: what a local advertiser should check, follow the same pattern: check calmly, then adjust.

07Questions people ask

Can I refuse Meta's new commercial terms?

Under the terms, continuing to use Meta's products for business after the notice counts as agreement. In practice the only way to refuse is to stop using them for business. For most local businesses that is not realistic, which is why the checks on your website and accounts are the useful step.

Will blocking Meta's crawlers hurt my ads?

It can, if you block the wrong one. Meta uses separate crawlers for link previews, ads and AI training. Blocking the ads or link preview crawlers may break previews or ad features. Blocking only the AI training crawler is less likely to affect ads, but test after any change.

My website was built on Wix or a template. Can I still change robots.txt?

Most website builders let you edit robots.txt or set crawler rules from the settings, though some limit what you can change. Ask your developer or check the builder's help pages. If nobody can access the settings at all, that is a bigger problem than Meta's terms, and worth fixing now.

Does this change anything on Instagram or WhatsApp?

The Commercial Terms cover business use of Meta's products, and the ad terms cover your ads. The reporting on these updates is about what Meta may do with content on your website. We have seen nothing in it that changes how you post on Instagram or chat with customers day to day.
