WhatsApp now charges businesses for service replies: what a local business should check

Since 1 October 2026, Meta charges businesses on the WhatsApp Business Platform for service messages, the free-form replies sent within 24 hours of a customer's message. Each business phone number gets 1,000 free service messages a month. Indian accounts must also move billing to rupees by 31 December 2026. The pricing pages cover the platform, not the free app.

Many shops, clinics and coaching centres in Rudrapur and Haldwani now run WhatsApp through a provider. It gives them a green tick, a broadcast list and sometimes a bot that answers "rate kya hai?" at midnight. Until last month, the replies inside those chats cost nothing.

That changed on 1 October. If your business uses one of these tools, the next invoice may look different. Here is what Meta changed, who it touches, and what to check this week.

01What exactly did Meta change on 1 October 2026?

Meta's own WhatsApp pricing pages set out these changes for the WhatsApp Business Platform.

  • Service messages are now charged per message. A service message is any non-template reply you send while the 24-hour customer service window is open. These had been free since 1 November 2024.
  • Each business phone number gets 1,000 free service messages a month. Charges start with the 1,001st, and unused free messages do not roll over.
  • Utility messages sent as replies inside an open window are also charged now. These had been free since 1 July 2025.
  • Meta asked businesses to add a payment method by 30 September 2026. Without one, service messages can stop being delivered.

Two things did not change. Meta does not charge for messages customers send to you. And you are charged only for messages that are delivered, not for every message you try to send. Service messages are billed at the same rate as utility messages in that country.

02Does this apply to the WhatsApp Business app on my phone?

Meta's pricing pages cover the WhatsApp Business Platform, the Cloud API that providers and developers connect to. They do not mention the free WhatsApp Business app. If you or your staff reply from the app on the shop phone, nothing on these pages changes how you work today.

You are probably on the platform if any of these is true:

  • You pay a provider every month for WhatsApp, separate from your phone bill.
  • A bot sends automatic replies, menus or price lists.
  • Several staff answer one number from a computer dashboard.
  • You send approved template broadcasts to your customer list.
  • Your business number no longer opens in the normal WhatsApp app.

If none of these sound familiar, read the rest for the rupee deadline and the ad window, then relax.

03What is the rupee billing deadline of 31 December 2026?

Meta started billing in Indian rupees on 1 January 2026 for eligible accounts whose billing country is India. Those accounts must move all their messaging accounts to INR by 31 December 2026. From 1 January 2027, Meta says it will stop delivering messages from non-INR messaging accounts.

Most small businesses in Udham Singh Nagar pay through a provider, and the provider usually handles this. Do not assume it. Ask them in writing whether your account is already billed in rupees. If a developer set up your own direct account, the job is yours. A New Year's Day where the WhatsApp bot falls silent is avoidable with one message now.

04What does this mean for a local business?

In AMS's view, the change hurts the businesses that send too many small messages, not the ones that talk to many customers. Once a number is past its free messages, a bot that answers one question with five separate bubbles costs five times what one clear reply would. So does a menu sent as ten lines instead of one image or PDF.

Festival weeks matter here. A sweet shop before Diwali or a jeweller in the wedding season gets a flood of "price?" and "open today?" chats. Once a number crosses its free monthly service messages, every reply in that rush is billed.

There is one route that stays free. When someone messages you from a Click to WhatsApp ad on their phone and you reply within 24 hours, a free entry point window opens. Meta says it may remain open for up to 7 days, and messages in it are not charged. For a business that already runs Meta ads, sending people straight to WhatsApp is now cheaper per conversation than it was. We set these up for clients as part of Facebook Ads Agency in Rudrapur | Meta Ads.

05What should I do this week?

  • Ask your provider which plan you are on, and whether they pass Meta's new charges straight through or add a margin.
  • If you set up the platform directly, check that a payment method is on file in Meta's billing.
  • Confirm in writing that your account will be billed in rupees before 31 December.
  • Open last month's conversation report and see roughly how many replies each number sent.
  • Trim the bot. Fewer, fuller replies. Send the price list or menu as one image or PDF.
  • Answer the routine questions elsewhere too: timings, location and prices in your WhatsApp catalogue, Instagram highlights and website.

The last point saves the most. When the address, the map pin and the price list sit on a simple page at Website Design & Development in Rudrapur, the bot can send one link instead of a long chat. Customers in the hills, on patchy data, also find one link easier than ten messages.

06What should I not panic about?

Customers messaging you is still free. Your first 1,000 service messages each month, per number, are still free. Marketing template messages, the kind used for broadcasts, were already charged per message before this change, so your broadcast cost is not new.

Eligible government and non-profit organisations keep free service messages beyond the free tier until 31 December 2027. India was not in the list of markets whose rates changed on 1 October.

Do not move everything back to a personal phone in a hurry. You would lose the shared inbox, the saved replies and the history your staff rely on. WhatsApp is still where customers in Kumaon prefer to talk. The fix is tidier messaging, not leaving.

07Questions people ask

Will my customers have to pay to message my business on WhatsApp?

No. Meta's pricing page says it does not charge for messages users send to businesses. The charges fall on the business, and only for messages that are actually delivered. Your customers will not see any change in how they message you.

Are my broadcast messages now more expensive?

Broadcasts go out as marketing template messages, and those were already charged per message before this change. What is new is the charge on replies inside the 24-hour customer service window. India was not in the list of markets whose rates changed on 1 October, but check your provider's rate card.

Do I need a WhatsApp provider at all?

If one or two people answer from one phone and you do not send large broadcasts, the free WhatsApp Business app is usually enough. A provider makes sense when several staff share one number, when you need a bot after hours, or when you send approved broadcasts to a large opted-in list.

My provider says nothing has changed. Should I believe them?

Ask two plain questions in writing. Are Meta's service message charges from 1 October included in my plan, or billed extra? And is my account billed in rupees before 31 December 2026? A good provider will answer both in a line each. Keep the reply on record.
